Stephen Cowan

Biografia

Stephen has been the leader of the London Borough of Hammersmith & Fulham since 2014 when he led his team to their first of three landslide victories.

In office, Stephen pioneered a series of initiatives including free adult social care, free breakfasts for all primary school children, the regeneration of Hammersmith & Fulham and a first-of-its-kind science, tech, engineering, maths, medicines and media (STEM³) ‘inclusive industrial strategy’ which has brought in £6billion of investment.

Along with the  Professor Alice Gast, the then President of Imperial Collage London, Stephen was a founder of the White City Innovation District in 2017. He launched the second chapter of the Upstream London industrial strategy in November 2024 which includes new initiatives such as the Pathway Bond and ‘Cooperative Growth Partnerships’
